      have used interstate compacts to address a variety of issues, including: • Establishing a legal relationship to resolve a specific dispute, i.e. rights for use of water resources; • Creating independent, multistate agencies that can more effectively address specific policy problems, i.e. the Port Authority of New York and New Jersey; and. Tri-State Sanitation Compact-- Creates the Interstate Sanitation Commission in the joint boundary area of Connecticut, New Jersey, and New York to promote and enhance water quality standards. More recently, the Commission has served as the coordinating and planning agency for air quality control within the Tri-State boundary area.

      Most recently, Ms. Moore has worked out of the DYS Commissioner’s Office as the Director of Community Operations and ICJ Deputy Compact Administrator. In this role, she is responsible for the statewide oversight of community re-entry and supervision practices for all youth committed to DYS as well as for formerly committed youth engaged with. The Port of New York Authority Compact of was the first interstate compact involving regulatory power and revenue sources.
